Expect WhatsApp and FaceTime calls to be unavailable in the UAE
The UAE regulates internet voice and video calling. WhatsApp and FaceTime are not on the TDRA list of currently approved VoIP applications, and Apple states that FaceTime is not available in the UAE. A travel eSIM gives you mobile data for maps, browsing, messaging and approved calling services, but it does not override UAE app rules. For calls, choose an application on the current TDRA-approved list, such as Zoom, Microsoft Teams, Google Meet (meeting), BOTIM, GoChat or Comera.
WhatsApp calls: do not rely on them
WhatsApp is not included in the TDRA list of approved VoIP applications shown on its current internet-guidelines page. Text chat and ordinary data use are separate from the regulated calling feature.
FaceTime: Apple confirms the limitation
Apple’s current carrier-support page says FaceTime is not available in the United Arab Emirates. Device origin and region settings can also affect whether the app appears.
A data eSIM still has a clear job
It provides mobile internet for navigation, ride apps, web access, email and messaging. It changes the data connection—not the legal approval status of a calling app.

Availability can change, so use the regulator’s live list as the final reference rather than assuming every familiar calling feature will work.

Do not treat a VPN as the answer
The TDRA says unapproved VoIP services may be blocked and warns that using a service that is not licensed, provided with a licensee or approved can create legal liability. This guide therefore does not recommend a VPN to evade the rules. Use an approved service and check the live TDRA list before an important call.
Keep your regular WhatsApp number
A Cellesim UAE plan is data-only. Installing it as a second line does not replace the number already registered to WhatsApp. Keep the primary SIM enabled if you need incoming SMS, but disable data roaming on that line to avoid home-carrier charges.
- Select the UAE eSIM for Mobile Data / Cellular Data.
- Leave data roaming off on your home SIM.
- Enable data roaming only on the travel eSIM when instructed.
Set up calling and data before the flight
A two-minute check at home is safer than discovering at the airport that the app you planned to call with is unavailable.
