Is roaming free in Curaçao with my Dutch (KPN/T-Mobile) or EU SIM?

No! This is the most common mistake. Although Curaçao is part of the Kingdom of the Netherlands, it is an autonomous country and is NOT part of the European Union. Therefore, EU "Roam Like at Home" rules do not apply. Most Dutch carriers (KPN, T-Mobile, VodafoneZiggo) charge high international rates.
