No! This is the most common mistake. Although Dominica is "sandwiched" between two French/EU islands, it is an independent country and NOT part of the EU. Your "Roam Like at Home" plan does not apply. Most EU/UK/US carriers will charge you extremely high international roaming rates. A Cellesim eSIM is the only way to get a fixed, cheap price.
