Yes, but it varies. You will have excellent 4G/LTE coverage in all cities (Hanoi, Ho Chi Minh, Da Nang) and towns. On Ha Long Bay cruises, the signal is strong when near the coast but can be intermittent or slow when sailing deep into the limestone karsts. For mountainous areas like Sapa and the Ha Giang Loop, you will have a good signal in the towns but should expect dead zones while driving on remote mountain passes.
